Hi, I'm the mod of LJ's nexticon & I put it on hiatus in 2017. But, nextpicture is still ongoing whenever people enter. Also, the rules vary at dwstills when it comes to animated icons & number of icons and the time periods, too. It's pretty random. Basically, it's just a Doctor Who icontest.
